Why is the Oak Ridges moraine so susceptible to contamination?

What makes the ORM so susceptible?Why is the Oak Ridges moraine so susceptible to contamination?
I'd argue that it isn't very susceptible based on its geology. It top geologic unit is silty-clay as such has low hydraulic conductivity as contaminants don't travel far/fast.





HOWEVER, with all the development occurring on it. I would say that would make is susceptible to contamination via wells and stripping.Why is the Oak Ridges moraine so susceptible to contamination?
