How would GIS be used to calculate vulnerability in the Oak Ridges Moraine?

How would you use GIS to map the vulnerability of ground water in the Oak Ridges Moraine? Would you use raster or vector?How would GIS be used to calculate vulnerability in the Oak Ridges Moraine?
I would use vector because it is more precise than raster when it comes to calculating distances.





GIS could be used to allocate various sources of water pollutants. So, a layer of industries that emit pollutants in the area/watershed as well as a sewage layer, and a road layer. You could create a buffer around each of the three listed above to determine wether or not it is contributing to the vulnerability of the ground water.
